I use the impact table tennis cleaner pump spray and was wondering if i went to an official Ittf tournament would it be legal?

Yes they are legal but unnecessary.

You can do the same thing by using either a damp sponge or you could add a small amount of detergent into some water and wipe your bat.

To care for your bat just make sure you are getting the dust off the bat and keep it away from any direct heat.
