Hi coach in the backhand topspin, do i release the wrist first or the forearm or are they both released at the same time?

Hi Mo,

Keep your wrist and arm relaxed.  The weight of the bat brings the wrist through.  You don't need to force the wrist at all.

No, try not to force your wrist. Just swing your arm faster and then the wrist will also move faster. As soon as you force the wrist through you are tightening up and losing speed if anything.
