When the backspin service is done fast to my back hand, which isn't very strong, I can't return the ball.
Can you please tell me whether I could play counter or just push?

As a long term strategy, if the ball comes long to your backhand, you should be playing a Backhand Topspin Off Backspin.
If you are playing an important match though and you have not yet developed your backhand topspin, you would be much safer playing a push stroke.
When you are training or playing practice matches, that is the time to work on developing your strokes.

If the ball is long you shouldn't try a flick. A flick is more for a shorter ball. If the ball is long as Jeff said you should try to make a backhand topspin.
