Blocking a slow topspin

one of my opponent makes a slow but a very very spiny topspin he waits for the ball to go below the table height and then make a topspin like he is returning a smash .

the height of that topspin is low and its not that speedy but after contact with table it spin sometimes it kicks forward or kicks forward in another direction 

How can i attack or block that topspin.
