DHS hurricane 3 neo voc free glue

I will be getting my hurricane 3 neo rubber soon enough

It says that all neo sponges have the voc free glue on it so I just need to glue the bat on my rubber.

Is this true?

So do I just take the paper of the sponge and stick it on my blade?

I don't think it comes pre glued but others may know what you are talking about.
