Generally speaking on forehand loops I've read that it is best to contact the ball on the way down after it's reached the top of the bounce. However, I have also read elsewhere that this is the old style of forehand loop. Nowadays, the argument goes, the equipment is good enough that you can loop with spin when you hit the ball on the way up or at the top of the bounce. Is this true?

Certainly is true. I think it always was true, but you could lift the ball a little easier when it was on the way down. The Chinese type rubbers especially help you to be able to hit the ball at the top of the bounce or even on the way up.
