The topspin does not have to go up at 90 degrees. The lower the trajectory of your bat the faster the ball will go. This will also depend on the type of contact you get on the ball, whethr it is flat or brushing.
Ideally to start with I would say an angle of around 45 degrees would give you a good starting topspin.

Adding to what Alois said, also don't forget that you need to hit through the ball in a forewards action, not upwards action because you'll hit the ball up in the air and off the table instead of low, just skimming over the net and hitting the table very close to the corners.
You only need to have an upwards action if your oppenent has put backspin on the ball and you need to lift the ball to get it over the net and on their side or to convert the backspin your oppenent has put on the ball into topspin.
