When I do my short underspin serve my opponent just push really fast and I am always off balance and since it is really fast my upward motion is less and the ball keeps hitting the net.

As soon as you serve get into a good ready position by stepping a little distance from the table. This will allow you a little more time to see and react to the fast push.
If you are finding that you don't have time you can shorten the stroke and make it more vertical to just lift the ball over the net with some topspin.
