When returning a serve, if the second bounce on your side is going to come off the table by the side, should you return it like returning a short serve(push or flick) or like returning a long serve(loop) because it's coming off the table?

You should treat these like long serves as they are only bouncing once on the table.
Moving to the ball is the first important thing to do so that you are not stretching for the ball. Then make as good a topspin stroke as your position allows.
A really important skill in table tennis is to be able to judge if a serve will be short or long. If it's short you won't be able to take a full swing at the ball and hence will need to use either a push or a flick to return the ball. However, if it is coming long then you can make a topspin attack. In this video we give you some tips to help you judge the length of the serve and hopefully this makes you a better returner.
