Is it a good idea to return topspin vs. underspin serve?

I am just curious if it is possible to always return a good underspin serve with a small topspin loop. I realized it is often hard when the ball has two bounce. If I return with topspin when the ball is below the level of the net after my opponent has just served with heavy underspin, can I always give a topspin stroke or is there perhaps a limitation to it? I have not been able to do so even when my racket is wide open as the return serves always go into the net. Thanks!
