How do you return a "weak" (fast enough, but really low) smash? Seems like my opponent smashed with topspin.

It does sound like they played with a topspin rather than smash. It may mean you have to move into the table because the ball will dip and fall in front of you. You could try to topspin it back as well if you get enough time.
