My son suffered a broken arm which has damaged some of its nerves.He cannot fully open his palm in tossing the ball.What are the general rules in this kind of case?

If he shows the Referee or Umpire at the start of the match then allowances can be made to modify his service action.
Part of the Service rule covers this.
2.06.07 | Exceptionally, the umpire may relax the requirements for a correct service where he or she is satisfied that compliance is prevented by physical disability. |
