Why is it that very few people do correct serves iaw the rules?

As I understand the rules the ball must be on the palm of your hand (not fingers) and it must be projected upwards at a minimum 16cm from the point that the ball actually leaves the hand. Also, this must happen behind the end of the table or projected out from the the end of the table (i.e. to the side of the table). The ball must be struck above table level. Personally, I have found serving 'legally' very difficult to do.

Are there different rules for different playing situations?

Hi Keith,

The service rule is a difficult one to enforce, especially by an umpire sitting side on to the table.

There are no different rules at different levels but I think the main thing is that the player isn't gaining an advantage from the breach.
