I have a very spinny backspin serve, to the degree that when my opponent manages to push it back, I have a very hard time attacking the ball at all. Should I work on my flicks and more vertical loops, or should i just reduce the amount of spin I put on my serve to make it easier to attack?

Work on your topspin against backspin. This is an important stroke.
You can also change up the serve and put less spin sometimes and get slightly different returns as well.
