apologies but this is not really a coaching question but a request for information. I know that Victoria is really the home for table tennis in Australia and I would like to enter as many tournaments as possible from now on - accruing experience and points. I just played in the Easter Classic and it was great, but I don't want to wait 12 months to try again.
What tournaments would you recommend in Victoria that people like me (not budding future Olympic or World stars - but serious nonetheless) are free to enter?

There are quite a few tournaments in Victoria through the year that are open for all levels of players.
There was one today in Mornington. The calendar of events is available on Table Tennis Victoria's website http://www.insports.com.au/ttv.
Playing tournament is a great way to improve your table tennis and get to play a wider range of players.
When the ball hits the ceiling the point is over. You must hit the ball directly back onto the table otherwise you lose the point. In International tournaments the roof needs to be at least 5 metres above the playing surface but in local competitions you might often encounter much lower ceilings.
