HI Earl,
They are Milan Orlowski and Jindrich Pansky who represented the old Czechoslovakia. They do a comedy display. Pansky is in the Blue.

Is jumping on the table like that legal?
In fact it is as long as you don't move the table. Not something that I would recommend however.
