so something that I find hard and interesting is during the rally, when either me or my opponent scratches the top of the net to stop the ball and then make the ball go extremely short making it hard to return because the ball Is so close to the net at that point. so would it be a very effective strategy to aim for that part of the net to get that difficult shot in? I find it one of the harder shots to return. of course when it does a high bounce off the net and goes further toward you then its easier to return. but I'm talking more about it hits the top of the net (basically hitting my side of the net) and then just goes barely over the net and drops down on my opponents side. would this be effective to get down or is the net hitting too unpredictable?

It is very difficult to get that sort of consistency in hitting the net.
It is good to aim to keep the ball as low as possible so sometimes the ball will hit the net and go over but difficult to have that as a strategy.
Once you've mastered the start and finish position of the forehand topspin, you can start to focus on finer details.
