Hello sir,
When I hit a fast topspin, and I get a block with a good speed , Should I counter the ball while standing close to the table or move a step back and hit another topspin?
I can't hit topspin on a fast block while standing close to the table because I don't get plenty of time . Do I need to master hitting topspin from close to the table on a fast block?

You can work on improving your topspin from close to the table by shortening the stroke. You can also move a little away from the table to give yourself more time.
There is no right or wrong here, just what you feel comfortable to do and what fits in with the rest of your game. If you like playing close to the table in general then work on the topspin stroke from close.

I have to play close up as my knee is not fantastic I try to topspin off the bounce when looped on my forehand but my technique is not good enough need advice on technique for that shot but it is a great shot if done right.

Try to make sure you still put topspin on your shot. You probably need a short swing to allow for the lack of time.
