How do you cut the ball efficiently, when i cut it its either a bit too high or a very lucky cut

Take a look at the lessons on the Backhand Push and the Forehand Push.
Getting this stroke right is a matter of getting the angle of your bat right. It can be a tricky stroke when you are trying to generate more spin.
The key is to countering a chop block is to ensure you wait for the ball as it comes through much slower compared to a normal block. You also need to lift the ball more than you would against a regular block.
