When my opponent serves it is sometimes loose balls which don't have much spin so how can I counter those. Whenever I try to push the ball rises and smash and if I do counter there's another smash.

Try to make a topspin against the loose balls. It is the safest shot and is still a very effective stroke.

A chopper likes to get back from the table and get into a nice rhythm. If you keep the defender close to the table in the early part of the rally, it's hard for them to transition back into their chopping position.
