To make a short topspin serve you need to get the ball to bounce close to you on your side of the table. Also need to make sure the ball is bouncing really low over the net. If you get enough topspin the ball will bounce forward and dip quickly after the second bounce to keep it low and get a second bounce on their side of the table.
When playing short pimples the ball won't have as much spin on it if they push to you. When you topspin to the short pips it will come back very flat and almost feel like it has backspin on it so you will need to lift that next ball.
Your friend is right, if you can put a lot of spin on the ball it is harder for the short pimples player. YOu can push with heavy backspin or topspin with a lot of spin as well.
Spin, speed and placement are the 3 things you need to focus on when coming up with your tactics against each of your opponents. Start with the serve and your third ball attack. Figure out what type of serve your opponent finds most difficult. Find out where is the best place to direct your first attack. Is your opponent better at blocking with their backhand or forehand? Does your opponent prefer a faster topspin or a slow spinny topspin? Do the same for your returns.
