I have a trouble in receiving tomahawk serve that is long. When i loop the ball it comes outside,when i push it,it goes on net same with when i chop it.

It sounds like there may be some variations of the spin on the sidespin serves the you are getting.
If the serve is long then the topspin is the best option to return. If you brush the ball fast you will counteract the spin that is on the ball whether it has sidespin with topspin or sidespin with backspin.

If it's short you won't be able to take a full swing at the ball and hence will need to use either a push or a flick to return the ball.
