The most table tennis player, do they start from the knee or the hip when they perform counter topspin/loop?

Each stroke starts with the legs and then transfers to the body and arm and then fingers. For the counter topspin there isn’t as much need for power as the topspin already has the speed and spin on it.
You still need good balance and then need to utilise your stroke to control the stroke.
