Hi David,
I guess at the top level the closest to an allround player is Samsonov but he still attacks if he is given an opportunity.
In the past there was Liang Geliang but he was more of a modern chopper.

Tactics Against a Good Short Pusher
Use a long push or a flick to open up the game against someone who is beating you at the short game. It might not be your favourite way to play but if you are losing the short game you need to mix things up. In the long run you certainly need to improve your own short game.
