Is there difference between a lob and a fish?

If yes, what is it?

Hi Kaustubh,

A lob tends to be higher.  A fish is the name for more of a low flying lob that is difficult for the player to smash.  It usually forces them to play a topspin stroke.

so when it's time to do a fish or lob to trick the opponent or to make a counter attack?

If you are in a good position away from the table putting in the low ball will put more pressure on your opponent.  If you are struggling for time them put the ball up higher to give yourself time to get position for the next ball.
