Are you allowed to touch the racket with your free hand during a rally? My son uses his free hand to get extra spin on the ball when hitting it.

You are allowed to use your free hand on the racket. I think it will make it more difficult ultimately to generate spin and it will also slow him down.
If you want to beat him, let him keep doing it...
In this video we go over the somewhat complicated rules of serving for doubles in table tennis. There are a couple of extra rules for doubles that you don't apply to singles. In doubles you always serve from the right hand box diagonally to your opponent's right hand box. Each player has 2 serves each. If you've just been receiving then it's your turn to serve next.

It is bad idea to use the free hand like this.
It only throws him off-balance. This is not tennis.
As Alois says,the free hand only brakes the playing one.
