Im beginning at table tennis and i need a quality paddle for under 20$ with decent spin any suggestions.

Hi Jonathan,

I don't have any specific recommendations but the important thing is definitely the rubber rather than the wood.  If you can check that the rubber is a good quality with good grip and not too soft then you are on the right track. 

Our recommendation is the PingSkills Rook which is more expensive but will last a long time and be able to handle your development for a longer period.

If i get good at table tennis i might go for the more pricy ones. for now im going to stick with cheap ones since im not great

i would highly recomend the "JOOLA GX75 Rosskopf".its a little over $20 but it is a good cheap bat. im english and bought it for £25 but i did find it for about the same price in dollers ($25). i have found it genarates good spin good speed and good control. i would definately recomend this to you.
