Hi Alois

I thought I had pretty much grasped all aspects of what constitutes a legal serve but upon reflection had a clarifying question.

I understand that the ball must be tossed at least 16 cm up.  Does it also have to FALL 16 cm?  In other words can you toss the ball up and then hit it just as it starts to fall down.

Hi Ji-Soo,

You need to hit the ball when it is falling. It doesn't need to fall the full 16 cm. 

The ITTF rule only states "as it is falling".
