What do I do with a no spin ball at the shoulder height? I try to hit it and usually not too good results. Should I wait for it to drop down or try to smash it at its highest point?

You need to wait ill it gets to your comfortable hitting height. Usually this is around shoulder or head height. If it only goes to shoulder height you can also think about just using a faster topspin.

If it's no spin, you can do whatever you want with it.
What I've recently started doing is a backhand chop smash.
Try it out. If you can pull it off, it's an extremely good shot.

Hi All,
Coaches,
Because I'm still working on my F/B Counter-hits, I too face a problem with these high balls especially because the starting positions of the Counter-hits are low.
Is it necessary to hit the ball at the peak of it's bounce? Because I tend to wait for the ball to fall into the starting positions of my strokes.
Also, what should I do when the ball is too low when I'm trying to execute the Counter-hits?

The Chop smash is a really risky stroke. When you have the advantage with the high ball the chop smash is an unnecessary risk. You are much better to make a smash or fast topspin.
